Maintenance Upgrade Proposal: Swell Ownership Transfer to AltLayer is a maintenance upgrade that returns administrative ownership of the Swell chain (chain ID 1923) to AltLayer, the chain operator completing Swell's wind-down. The proposal introduces two administrative changes: transferring the L1 ProxyAdmin ownership on Ethereum Mainnet to AltLayer's designated Safe, and updating the L2 ProxyAdmin owner to the aliased form of that same Safe. These changes are executed by the Security Council due to its ProxyAdmin ownership, but reflect AltLayer exercising its rights as the operator responsible for winding down the chain.
