Maintenance Upgrade Proposal: Update Soneium Fee Vaults Recipient is a maintenance upgrade that redirects Soneium's chain fees to the chain governor's new treasury wallet following Sony Block Solutions Labs' migration away from its current enterprise wallet provider. The proposal introduces two administrative changes: updating the recipient on Soneium's four L2 fee vault predeploys (SequencerFeeVault, BaseFeeVault, L1FeeVault, OperatorFeeVault) to the governor's new wallet, and lowering the minimum withdrawal amount on the first three vaults from 10 ETH to 5 ETH.
