Maintenance Upgrade Proposal: Ink Mainnet Fee Vault Config Update and Proposer Rotation is a maintenance upgrade that completes two administrative cleanup items following Ink Mainnet's sequencer migration from Gelato to the Optimism Foundation's OP Enterprise. The proposal introduces two administrative changes: rotating the proposer address on Ink's dormant PermissionedDisputeGame from the outgoing Gelato key to the new OP Enterprise key, and updating the fee vault recipient and withdrawal settings so chain fees route to the consolidated L1 Cost Recipient. These changes are executed by the Security Council due to its role in the Ink L1 ProxyAdmin owner 2-of-2, and reflect OP Enterprise assuming operational responsibility for the chain.
