But removing the ability to abstain forces people who are neutral to indicate false preferences (or not participate at all, which penalizes their engagement score). Better is to set a threshold e.g. no more than 1/3 of votes can be Abstain. If you have a problem of too many Abstain votes, the problem is not the Abstain votes, it is either the vote is poorly constructed or inadequately explained, or your voters are disengaged, which is a different problem and will not be solved by this.
