Reason: Certain types of proposals benefit from Abstain being counted as quorum, it is a valid voting decision, so I'm not sure a blanket removal from quorum calculations is the correct solution. A better one would be a Proposal Type where the quorum required is higher, or Abstains don't count?

Reason: I acknowledge the concerns, however I feel this is a fairly benign experiment without critical risks involved. A less subjective selection process can be useful for more objective roles such as this, and worth an experiment we can learn from.
