The ACC is voting FOR this proposal. Please follow the ACC Communication Thread for updates: https://gov.optimism.io/t/anticapture-commission-communication-thread/7501
We are voting FOR enabling onchain treasury execution, although we would like to note that in our opinion this is only a first, almost symbolic step in passing the control of the treasury to the governance. We will be sharing extended rationale and our thoughts soon in our delegate communication thread.
Agora is a trustworthy team that has been contributing to the Collective's core governance software for many months, and the upgrade proposal is clear. We're voting for this proposal.
Finally a step in the right direction!
This is a tiny step, and certainly not sufficient to satisfy ourselves or the other delegates who, combined, signed a petition to accelerate decentralization. 17,000,000 OP currently stands in support of that petition. This proposal still requires Foundation permission to post a proposal, allowing them to keep a de facto veto. It also does not address the much more valuable ETH owed to governance. Overall, we find it disappointing that this appears to be the single item granted (if it even counts, given the permissioned nature of how it will work) on the extensive list that delegates requested. It’s beyond frustrating that Foundation feels the need to oversee governance spending, but governance is not allowed to oversee Foundation spending. It’s also ironic, given that governance is by far the smaller spender of OP tokens.
step by step we get closer
At SEEDGov, we believe this proposal is pertinent for implementation.

We believe it's an important step to more decentralization of the governance. The next big step would be to allow DAO members to permissionlessly create proposals and we should discuss how to achieve them.
