I understand that becoming a delegate is a significant commitment: Yes I understood.

My reasons for wanting to be a delegate: Since we follow the developments in decentralized protocols on blockchains very closely, we can understand what is beneficial for the user. The main reason why we want to become a delegate is because we want to help users who cannot follow these processes but have voting power to use this power correctly. And of course, since we know that our main focuses are on the same page, we want to contribute to the decentralization of Optimism.

Unlike other delegates, ITU Blockchain is located in Turkey, the country where Europe and Asia meet which gives us the advantage of providing different perspectives from different cultures and natives which eventually contributes to the decentralization needed for the delegation process. We have also noticed that most of the delegates so far are from the American environment. Both the ITU Blockchain being the delegate and the holders/stakers choosing us as the delegate will support the diversity of ideas.

To provide decentralization and the association even more, an authorized team from our community will regularly follow the Optimism governance forums and inform the rest of the community (who are approximately 2500 members) when voting is required. Once we're accepted into the delegation, we'll hold small meetings on governance voting to get our community's opinion. In the end, we will cast our vote according to the collective decision of the community.

To sum up, We think that a decentralized protocol will come to a much better point by being managed with the opinions and suggestions of different communities. Since ITU Blockchain comes from both Europe and Asia, unlike other delegates, different perspectives will be put together and these perspectives will develop Optimism.

My view on the Optimistic Vision 294: One of the things that our current system lacks is the creators of public goods not being profited enough. The Optimistic Vision, focuses on that problem and optimizes a digital democratic governance that is sustainable for the growth of a decentralized ecosystem while also profiting the creators of public goods. The Collective is a band of communities, companies, and citizens united by a mutually beneficial pact to adhere to the axiom of impact=profit as it states in the vision. The axiom in return, will also benefit the system as a motivating factor since it also provides the profit that was not been able to be achieved in the current ongoing strategies.The Collective will consistently provide massive retroactive incentives for public goods which benefit Optimism, Ethereum, and the Collective as a whole. Thus clear away the misconceptions on public goods not being profitable. It will also be producing a continues cycle of impact driven expansion that goes by the growth that is being produced by the public goods, yields a profit in return. In accordance, that profit funds more investment in public goods. By this collective going on, even though it now seems idealistic to provide the profit needed for the public goods today, it would become a commonplace in the future. In conclusion, the start point of the pragmatism will lead for its remarkable sense of Optimism.

My view on the first three articles of the Working Constitution: Optimism’s commitment to experimentation is an essential for its upcoming collective of Optimistic Vision. Since it covers a total new system of governance, lots of experiments are needed to be prepared for the possible situations and scenarios. Even though it helps the Collective to understand the balance and power dynamics within the ecosystem and allow the Collective to define itself, all the steps that will be taken should be shared in accordance with the decentralized protocols. Additionally, even if its not specifically mentioned, the Optimistic Vision itself, proves the point stated in the previous sentence. OP Citizens and OP Holders coexisting within the Collective will be balancing the short-term incentives with its long-term Vision by solving one of the main problems of the simple token-based governance systems today, which is deteriorating due to misaligned incentives or excessive consolidation of power. Many responsibilities of the Optimism Foundation seems as centralized by the first look. Nevertheless the fact that the ability to overcome the probable scenarios of the Optimisms Vision are hard to handle without having some authority to some extent and considering the statement of the Foundation undertaking these responsibilities with a view towards increasingly decentralizing its role overtime, looks like the ideal decision.

My skills and areas of expertise: ITU Blockchain is a community of approximately 2500 people. Since all the members have skills and areas of expertise of their own, we also try to support each one of them individually. There are currently 6 committees specified on Delegation, Design, Devs, Organizing Events, Content Creating, Marketing. These committees are elaborated into these professions and therefor has people that are developers, designers, content creators and so on. We encourage each community member to choose their own path by supporting them on each expertise. Thus, have lots of people that have various skills and from different professions.

I believe that projects that benefit the Optimism community should benefit from grant funding, so that the development of projects that benefit the community can be prioritized. Therefore, I will generally use my delegated voting power in favor of projects that benefit the community.

Public goods
I believe that public goods are essential, especially in the blockchain community. As supported by Optimistic Vision, we aim to contribute to the success of these projects that cannot be achieved under normal circumstances. As ITU Blockchain is also a public good, this issue is of utmost importance to us.

We believe that treasury management has a responsibility towards the OP token holders in terms of governance. This is because we believe that grants distributed incorrectly can have a negative impact on the investments of OP holders and investors. At the same time, we believe that the treasury should work with all its might to develop the community.
